QUALIFICATION, QUALITY AND CAPABILITY OF MEMBER OF PARLIAMENT (MP) IN BANGLADESH


BE CONFIRM - IF AN MP IS NOT EDUCATED AND MATURED, IF THE CITIZENS OF BANGLADESH DO NOT TAKE ACTIVE PART IN SELECTING THE EDUCATED AND MATURED MPS, IT IS MOST LIKELY AND THERE IS A STRONGER POSSIBILITY THAT WE ARE AGAIN GOING TO RUIN OUR COUNTRY. IT IS ALSO FOR SURE THAT THE CITIZENS WONT BE ABLE TO SEE THE LIGHT OF DEVELOPMENT OF OUR COUNTRY IF THEY DON'T PLAY A VITAL ROLE FOR SELECTING THE BEST PEOPLE IN ALL ASPECTS. IF THE MPs ARE NOT THE BEST LOT AND LEARNED THEN BE CONFIRM THAT THEY WILL ACT LIKE THE MP's SHOWN IN THE VIDEO THAT IS THEY WILL CREATE MISUNDERSTANDING ALWAYS LIKE THE ACTIVITIES ENUMERATED IN THE ATTACHED VIDEO ---------


General

1. Parliaments around the globe are solemn constitutional entities that are charged with onerous responsibilities of framing the law of a country which dictates whether a country will go forward ot backward. Whether or not in Bangladesh, we have parliamentary supremacy may perhaps be debated. However, a very important issue is the aspect of qualifications, quality and capability of the members of the august institution of parliament which demands the highest respect. So time has come to give an important thought as to who we select as the members of the parliaments. Here the citizens have to be judgemental and patriotic also. We all love our country for dure. So if we want to develop our country, we must need to be judicious in casting our votes selecting proper people in proper place. Otherwise we will ruin our country.

Leadership Quality

2. Leadership quality brings the best out of the people. As a leader, one must possess the best most possible qualities and capabilities in all aspects. Everyone looks for correct and complete guidance when things get rough. It is crucial to learn to keep one's composure at the toughest of times. Biggest role as a leader is to get everyone around to believe in one common goal. Education gives a person to learn all things that needed to rule the people and understand the people. Their is the importance of education even for politicians/ leader. 

Qualifications of MP's

3. Self Importance. Interestingly enough, Most of the MP's in developed countries do not exhibit in public any sense of self importance. In fact, they cannot afford to also. On the other hand, few MP's of Bangladesh and some other least developed countries exhibit their power and egoism that led to corruption most of the time. It is highly surprising and interesting that there is no educational qualification required to become an MP in our country. The Constitution while mentioning the various eligibility conditions does not mention anything about educational qualification. If someone with low education becomes an MP, no one cares. Has the time come when the Constitution should clearly tell a politician that he/she should possess some minimum education before entering into the Parliament. 

A. Qualification. Interestingly, to be qualified for parliamentary election in Bangladesh, a person must fulfill two conditions: 

a. He must have attained the age of 25 years and he must not be otherwise disqualified for election as, or for being, a member of Parliament and

b. He must be a citizen of Bangladesh.

B. Disqualification. To be specific, Article 66 of our constitution stipulates that a person is not eligible for election as, or for being, a Member of Parliament if ---

a. He is declared by a competent court to be of unsound mind.

b. He acquires the citizenship of, or affirms or acknowledges allegiance to, a foreign State.

c. He is an undischarged insolvent. 

d. He holds an office of profit in the service of the Republic other than an office which is declared by the Constitution or any other law not to disqualify its holders; or 

e. He is disqualified for such election by or under any law.

f. He has been convicted for a criminal offence involving moral turpitude and sentenced to suffer imprisonment of two years or more unless a period of five years has elapsed since his release. Ref: http://bdlaws.minlaw.gov.bd/

Better Politicians/ Leaders

4. The brightest and most effective leaders. politicians do not all come from one particular group. Reaching out to minority communities and encouraging interested individuals to participate in politics has potentially enormous benefits. For example, it draws on a larger pool of candidates, increasing the chances that the very best will take office. It also encourages political participation by traditionally marginalized groups, helping to bring their particular issues to the forefront. Diversifying candidates, in turn, diversifies policy. A leader/ politician must also learn and achieve the best qualities and capabilities in all aspects so as to make sure to get the most love, respect and affection from the people. Fol qualities may be acquired to achieve to be a better leader/ politician :

A. Practise Morality. Practising and making an effort to make moral decisions throughout life will pay dividends when we are faced with serious moral dilemmas. Furthermore, having insight into political, historical, economical, sociological and psychological insights'. As decision makers, to make more informed decisions, which will likely to result in moral decisions. In short, the practice of being moral allows us to work on these skills so when we are faced with real situations that impact others.

B. Enhanced Service. Politicians serve increasingly diverse communities with vastly different needs. For example, minorities, people with disabilities and the elderly all have group specific concerns that should be addressed by individuals who understand those concerns. Political diversity grants constituents access to civil servants who speak the same language - both literally and figuratively that can lead to increased voter participation and satisfaction.

C. Political Ideology. Political creeds that support the thought that diversity is required, valuable and desirable hold that recognizing and promoting these diverse cultures may aid communication between people of different backgrounds, culture and lifestyles leading to greater wisdom, knowledge and understanding.

D. Passions and Skills. Diverse backgrounds, skills and passions are also advantageous in politics, where different issues and constituencies often call for different measures of communication. Diverse political leaders can help focus attention on smaller policy areas.

E. Reducing Stress. When we don't take immoral decisions, we tend to feel uncomfortable and concerned about our decision making. Making the right moral decision, or taking a principled perspective on an issue, definitely reduces stress. A leader has to make the arrangements to lessen the stress of all others including himself as well, which is one of the finest quality and capability one can possess.

F. Develop Virtues. Knowing that we ought to behave in a certain way, yet missing an opportunity to exercise moral behaviour is an indication of the need to 'sharpen moral vision'. For instance we know that we ought to stay in good healthy shape but often do not. This illustrates the need to be mindful of a virtue that is important and must be developed. We will be able to draw on that virtue when needed for even more serious situations and in other challenges that we may face in life.

G. Grow Ethics. Successful leaders often say that treating people morally is a very imp aspect in obtaining success. A person’s reputation is of key importance for a leader and if a person’s reputation is damaged by poor ethical conduct will also suffer in all aspects. The same is true in all walks of life. Where ethics are taken seriously and people strive to make ethical decisions and actions, personal and professional success follows for sure.

An Analysis

5. Positive Qualifications Aspirants. It would, therefore, appear that on the issue of eligibility, the first qualification is inevitably the result of the inexorable passage of time and the second is usually an accident of birth. Is it not time to advocate for some positive qualifications for aspirants to a parliamentary career for the betterment of the country so as to to leave a better planet for future generations? Upon a closer scrutiny, one cannot fail to be struck by the grim irony of the situation where the one job for which one needs no training or qualification whatsoever is the job of legislating for and governing a sizable democracy in the world. 

6. Memorable Words. A former President enumerated as follows:

"I would have liked to have some qualifications laid down for members of the parliaments. It is anomalous that we should insist upon high qualifications for those who administer or help in administering the law, but none for those who make it except that they are elected. A law giver requires intellectual equipment but, even more than that, the capacity to take a balanced view of things, to act independently and above all to be true to the fundamental values in life - in one word, to have character".

7. Required Literacy. Now the question comes as to how much literacy is required to be an MP of a country comparing with the vast charter of duties he or she needs to perform so as to to do good for thw society and the country. A road singer, a player, a godfather or an actor may become an MP of a country if he is found suitably attained the training, quality, capability and ethical characters. It is to be noted that the best and highly qualified, intellectuals, possessing the highest integrity and honesty are baking their bread at home. It seems they don't feel like to serve the country or may be, they think them to be unqualified amongst the MP's of a country comparing with the illiterate ones or may be the don't think themselves fit in some ground or may be, they feel disgraced to be an MP of our country. 

8. Training Needs Analysis. Training Needs Analysis (TNA) is the process in which one identifies training and development needs of its under commands/ employees so that they can do their job effectively and is able to earn name and fame at home and abroad. It involves a complete analysis of training needs required at various levels of the organisation. Technology is changing at a very fast pace and so are the training and development needs. It helps in grooming people for the next level. It helps him/ her to identify key development areas. With proper training and development, the productivity increases manifold. Training and development, which was at some point in time was not given much weightage, is now a crucial part to meet its broad goals and objectives. There are many aspects of training needs to be identified. As such firstly, the authority need to identify what skill set is required to complete the process. Second, is to assess existing skill levels of the members, and lastly, determine the training gap. 

9. Requirement of Training. We have learned that without proper and adequate training, one can not perform and excel in his/ her job efficiently and effectively. Training puts a man in a better knowledgeable training An MP has a specific role within the areas of jurisdiction that requires a training session. One needs at least a years of training to attend any kind of job now a days. And if is to steer the lives and destinies of so many human beings, we need to identify as to how much education, training and/ or equipment one should possess. It's a matter of thought if we want the best for our country and if we really love our country.

10. Key Result Areas. Key result areas (KRAs) broadly define the profile for a person and enable them to have better clarity of their role. KRAs should be well defined and quantifiable for a better organization, society or country. A KRAs refer to the general metrics or parameters which an organisation should fix for a specific role. 

11. Emotional Intelligence. Emotional intelligence (EI) is a very important skill in leadership. It is said to have five main must elements in a leader such as - self awareness, self regulation, self control, self reverence and self knowledge though all are interrelated. Emotional intelligence refers to the capability of a person to manage and control his or her emotions and possess the ability to control the emotions of others as well. In other words, they can influence the emotions of other people also. So for an MP or a leader, one has to achieve a standard EI so that they can perform better for the greater well being of the society and the country. 

Suggestions/ Recommendations

12. Minimum Qualification. In my opinion, minimum educational qualification and adequate training for the Politician/ MP/ Leader should be there. Training/ Education widens a person's thinking ability and decision taking power. If they are well educated, only then, they will be able to serve the society as well as country in a better fashion. Let me cite an example as to how training and education helps/ make a person a proper leader that is enumerated below:

13. Electing Leader/ Politician. It is confirm that most of the people strongly condemn the practice of electing illiterate politicians/ leader. We raise our voice on human about rights, freedom, honour, education, equality etc. As such it sincerely warrants electing a right person to support our voice. We must not cast our vote or foolishly support a person with criminal background or a person who runs his political chariot on the basis of caste, religion and gender. If we expect our parliament and legislative assemblies to promote good quality products/ policies/ developments, then we should put right people to understand the concern. It would be an over expectation from an Illiterate MP or political leader who has no idea about fundamental rights, dates, constitution etc. It will be also unwise to select a personality who has no idea about his/her country, culture, values. It will have a long term negative effect on the country for confirm. He/ she wont be able to accurately debate/ put forward his comment. suggestions/ arguments in regular fashion in the august parliament on various issues of law and policies.

We cant deny that education broadens the mental horizon, it sparks the prudence and vigilance of a brain, that is why education is so much important. We may look after and behind those nations who all have more educated politicians as to how they are extenfing their habd for the development of the country. On the country, be confurm that the uneducated one can no way do or did better for any society or country.
